Why is there always at least one 720p Openload upload (like this one) that is about 1 Gig smaller than it should be? I don't get it.

I would imagine it's been re-encoded at a lower bitrate to save space for streaming.

Thanks for the answer although I don't really understand it. Can't openload stream a 900mb file, or are you talking about space for the uploader?
Also would a (normal) non 720p file be better quality to watch than a 720p that has been encoded? - if you know the answer to that question
