Playback info:
On pc just download cccp (combined community codec pack) its the best solution around if you care for quality playback. It'll install all the codecs and filters you'll need. MPC-Hc (also included) is a very capable player. I will offer support for that.

Latest vlc will definitely handle this file just fine but since its a bad player I won't support it. For any other platform including phones and such I recommend kodi.
